What Is NSPIRE?

NSPIRE — the National Standards for the Physical Inspection of Real Estate — is HUD’s current inspection protocol, replacing the previous UPCS (Uniform Physical Condition Standards) system. Effective October 1, 2023 for Multifamily Housing programs and now expanding to Housing Choice Voucher (HCV) and Project-Based Voucher (PBV) programs, NSPIRE represents the most significant overhaul of HUD housing inspection standards in decades.

NSPIRE prioritizes health, safety, and functional condition over appearance. Properties are scored on a 0–100 scale, with inspectable areas divided into three categories: Units, Inside (common areas and building systems), and Outside (exterior and site).
